 Course Description
This is an
advanced course in highway drug and criminal interdiction. It is designed
for patrol officers at all levels of experience. It will be invaluable for
narcotics investigators assigned responsibilities for post seizure/arrests
initiated by patrol officers. Participants will be able to understand the
fundamental and technical tactics, terminology, and problem areas of
interdiction stops. They will be taught to comprehend the five elements of a
successful interdiction strategy. Instruction will show the need to
understand the relationship of interdiction stops to the fourth amendment.
Students will obtain a working knowledge of the case law pertaining to
vehicle stops and searches. The investigative procedures involved in
suspect/defendant interviews will be emphasized. Vehicle content analysis,
document warrants, controlled deliveries of contraband, currency seizures,
case debriefs, preparing reports and court testimony will be accentuated.

Instructors
Jason
Crocker is a Deputy Sheriff with the Johnston County
Sheriff's Office in Smithfield, North Carolina. Deputy Crocker has over 10
years experience in law enforcement and has been assigned to the Criminal
Interdiction Unit for the past 5 years. Deputy Crocker patrols Interstate 95
and Interstate 40, along with his partner Deputy Danny Johnson. Deputy
Crocker has been involved in seizing over 6 million dollars in drugs and
drug proceeds. Deputy Crocker is experienced in locating non-factory
compartments inside automobiles. Deputy Crocker received the National
Criminal Enforcement Association R.E.B. 314 Honorable Mention Interdiction
Team Award and was awarded by the El Paso Intelligence Center and the Drug
Enforcement Administration for Outstanding Highway Interdiction Seizures.
Deputy Crocker is a certified state instructor and has instructed locally
and internationally on recognizing criminal indicators and locating
non-factory hidden compartments.

Danny
Johnson is a Deputy Sheriff/K-9 Handler with the Johnston County
Sheriff's Office in Smithfield, North Carolina. Deputy Danny Johnson has
over 11 years experience in law enforcement and has been assigned to the
Criminal Interdiction Unit for the past 5 years. Deputy Danny Johnson
patrols Interstate 95 and Interstate 40 and
along with his partner Jason Crocker have been involved with seizing over 6
million dollars in drugs and drug proceeds. Deputy Danny Johnson is
experienced in locating non-factory compartment inside automobiles. Deputy
Danny Johnson received the National Criminal Enforcement Association R.E.B.
314 Honorable Mentioned Interdiction Team Award and the National Criminal
Enforcement Association Largest Ecstacy Seizure Award. Deputy Johnson was
awarded Largest Highway Interdiction Ecstacy Seizure and Outstanding Highway
Interdiction Seizures given by the Drug Enforcement Administration and the
El Paso Intelligence Center. Danny Johnson is a certified state instructor
and has instructed locally and internationally on recognizing criminal
indicators and locating non-factory hidden compartments.

Marty
Duncan
is a Captain, and the Contraband Interdiction Program Commander, for the
Florida Department of Transportation, Office of Motor Carrier Compliance. He served for over 12 years as the Contraband Interdiction
Coordinator for the Florida Highway Patrol.
Marty has over 22 years of experience in state law enforcement.
He has instructed and participated in the development of Highway
Interdiction classes in Canada, Trinidad, Mexico, South Africa, and
throughout the United States. He
received the El Paso Intelligence Center (EPIC) 1997 Instructor of the Year
Award and in 2002 he received a commendation from Florida Governor Jeb Bush.
He has instructed for DEA, US Customs, FBI, FHP, RCMP and USDOT among many
others. Interestingly,
Marty is also an ordained minister.
Marty attended Broward Community College, Tallahassee Community
College, and Liberty Baptist University studying music education, physical
fitness, and criminal law enforcement. Marty is a graduate of the
Department of Highway Safety Management Fellows Program and the US Drug
Enforcement Administration Drug Unit Commander Academy. Marty began his
law enforcement career with the Florida Highway Patrol (FHP) in 1981. Due
to his expertise in apprehending illegal motor vehicle drug couriers, he
was appointed as one of the FHP's first Felony Officers. In this
assignment, Marty quickly became one of Florida's top drug interdiction
officers, receiving several laudatory commendations. Interestingly, Marty
is also an ordained minister.
In 1989,
Marty accepted a Judicial Investigator appointment at the State Attorney's
Office, 17th Judicial Circuit, in Broward County, Ft. Lauderdale, Florida.
One year later he was promoted to Special Investigator where he conducted
several high profile public corruption investigations.
He
returned to the FHP with an appointment as the Contraband Interdiction
Coordinator and was promoted to the rank of Lieutenant, transferred to
General Headquarters in Tallahassee where he oversaw the FHP's statewide
drug interdiction endeavor for 12 years.
In 2003,
Marty was assigned to the Governor’s Office of Drug Control where he
liaison with federal, state, and local law enforcement agencies to
implement statewide drug enforcement operations.
In late
2003, Marty accepted an appointment to the Florida Department of
Transportation, Office of Motor Carrier and currently serves as the
Captain over the Contraband Interdiction and Cargo Theft Enforcement
Programs.
Since
1989, Marty has delivered several courses of instruction in Firearms,
Police Tactical Driving, VASCAR +, Drug Interdiction/Identification, and
Roadside Interviews. Marty is a certified law enforcement instructor in
Florida and Illinois. He is a recognized instructor for the
Multi-Jurisdictional Counter Drug Task Force Training Center, US Drug
Enforcement Administration, Federal Department of Transportation-Drug
Interdiction Assistance Program, US Customs, Federal Bureau of
Investigations, Royal Canadian Mounted Police, FHP Training Academy,
Federal Law Enforcement Training Center, and various other law enforcement
agencies. Marty has instructed across the United States, Puerto Rico,
Trinidad, Mexico, Canada, and South Africa. In September 1997, Marty
received the nationally distinguished, US Drug Enforcement Administration,
El Paso Intelligence Center, "Operation Pipeline/Convoy Instructor of
the Year Award." IN
April 2002, Marty received a commendation from Florida Governor Jeb Bush
for his distinguished efforts in the Contraband Interdiction Program.
Marty
appeared on several televised news broadcasts; most recently as an expert,
he defended the highway drug interdiction endeavor on the ABC Nightline
show. Marty is a member of the Florida Narcotic Enforcement Officers
Association, International Narcotic Enforcement Officers Association, and
the National Drug Enforcement Officers Association.
