Our Philosophy

The International Narcotics Interdiction Association (I.N.I.A.) is concerned with the process of ensuring a safe environment for passengers utilizing International Airports. I.N.I.A. members are recognized as the leading international experts in identifying both terrorists and narcotic couriers.

The lead instructors, Clayton Searle, Ed Schumacher and Adrian Owens have over sixty years of experience at airport courier investigations and employee theft and smuggling at international airports throughout the world.

Mr. Searle is the President of the International Narcotics Interdiction Association (Skynarc). He retired after twenty-five years with the Los Angeles Police Department. Searle was a Detective assigned to the Los Angeles International Airport since 1976 and is recognized as a pioneer in airport courier investigations. Searle and Dick Kempshall founded Skynarc, the international organization of law enforcement officials working airports. Both continue to serve on the Board of Governors for I.N.I.A. "Skynarc". Searle is the primary instructor for D.E.A. "Jetway" Training, traveling through out the world teaching interdiction. Searle, and Kempshall formulated the original guidelines still used nationally to certify airport detectives and agents. They served as the initial instructors of this national program and continue to teach interdiction.

I.N.I.A.. is fortunate to have as an associate, Gary Griffaw, recently retired from the U.S. Army after nearly 22 years of active duty with Special Operations units. He has served as an Army Ranger, a Special Forces counter-terrorism instructor, a Special Forces A-Team commander, and retired as the Executive Officer of the counter-terrorism training company with the Special Warfare Training Group at Fort Bragg, NC. He wrote and assisted in the production of the Special Forces Advanced Urban Combat program currently in use by U.S. Army Special Forces Command. Gary is currently working for the U.S. Army John F. Kennedy Special Warfare Center and School as a doctrine analyst and is an adjunct professor at Methodist College where he teaches a class on terrorism. He has a Masters degree in Security Management and Assets Protection from Webster University and belongs to the American Society for Industrial Security (ASIS), the International Association of Security and Counter-Terrorism Professionals, and the Special Forces Association.

What are courier investigations?

Experienced / trained officers utilize combinations of computer generated information, civilian witnesses, intelligence sources and known characteristics of drug couriers to differentiate between legitimate passengers and those most likely to be engaged in criminal activity.

This investigative theory evolved from detectives and agents working airport details, formed during the 1970's, to combat drug couriers. Clay Searle (LAPD) and Dick Kempshall (DEA) formalized these varied courier theories in 1989. The result of this collaboration was the setting of national standards, combined with a refinement of investigative techniques and theory. The International Narcotics Interdiction Association (Skynarc) was spawned from these efforts and has continued to be a catalyst for standardized national training. DEA International Training adopted this concept and is teaching it worldwide with great success. The Federal Aviation Administration (FAA) has deployed the INIA”s concepts to combat terrorism.
